Scope of the Role:
The Transmission and Power Contracts Manager requires working closely with the VP of Power Supply and Transmission Contracts (and other departments) to develop strategies and execute workplans related to the management of power supply and transmission portfolios. This position must foster cross-functional partnerships with other departments and bring enthusiasm to team environments.
In doing so, this role will focus on developing and managing PNGC’s relationships with Bonneville Power Association (BPA) and other counterparties as it relates to power supply and transmission needs of the membership. The role requires a significant portion of time devoted to BPA policy forums, rate cases, planning reform and related regional processes to meet the PNGC Membership strategic goals. It is imperative that an individual creates a strong relationship with BPA, and peer organizations, that will allow us to positively influence BPA decision making process and create pathways for PNGC to acquire new resources to meet our needs that do not negatively impact our BPA contract.
PNGC’s twenty-five members have growing needs in their service territories requiring exceptional management and coordination to assist them with power supply and transmission delivery needs. In this role, a person will need to work closely with members to drive transmission projects by managing line and load interconnection requests (LLIR), load and resource consolidation (LaRC) reports, transmission service requests (TSRs), consolidating study reports and managing reimbursement agreements.
Essential Job Functions:
The primary duties of this position include, but are not limited to the following:
- Represent PNGC in BPA’s wholesale rate process as required including working with BPA staff before hearings, evaluating rate proposals, presenting testimony, cross-examining witnesses and preparing briefs, and coordinating efforts of other staff and attorneys.
- Develop and maintain schedules for BPA processes with associated timelines for deliverables and decision points.
- Develop and coordinate Line & Load Interconnection Requests (LLIR), Load and Resource Consolidation (LaRC) reports, manage Transmission Service Reservations (TSR) inventory, participate in related BPA transmission planning, engineering and construction processes.
- Develop strategies and optimize PNGC’s transmission portfolio to ensure plans of service that meet the objectives and time frames for PNGC members.
- Create policies within the Power Industry and/or BPA that further PNGC business objectives and the health of the NW Power Industry. Including creation and management of coalition of likeminded partners.
- Develop BPA Power and Transmission contract implementation schedules and manage deliverables to ensure compliance throughout the term of the contract.
- Develop and maintain procedures governing all transactions related to purchases and sales of power or transmission contracts consistent with approved risk management policies and procedures.
- Work with others in the power supply department to monitor regional power supply conditions and their impacts on PNGC operations and how we react.
- Support the development and implementation of PNGC’s strategic plans with BPA.
- Represent PNGC in public forums such as rate cases, regulatory proceedings, policy venues in order to influence outcomes for the membership.
- In consultation with PNGC’s power supply, government affairs and finance department, evaluate the impacts of policy and regulatory matters and propose actions to mitigate impacts.
- Provide progress updates to PNGC senior management and members as required.

Requirements
Position Knowledge and Qualifications:
- Bachelor’s degree in engineering, economics, or related field from an accredited college or 8-10 years of equivalent experience.
- Demonstrated experience with BPA transmission planning, engineering and construction processes.
- Experience managing and implementing of BPA Power and Transmission contracts, with strong preference for someone with experience in BPA’s Provider of Choice contract development process.
- Demonstrated experience in program or project management, with demonstrated ability to track detailed schedules and adhere to deadlines.
- Excellent written and verbal communication skills and a demonstrated ability communicating complex analytical concepts and translating them for both technical and non-technical audiences.
- Regularly shows good judgement and decision-making ability.
- Demonstrated analytical skills necessary to quickly assimilate, understand, and interpret complex information, and to participate in the successful resolution of difficult issues.
- Knowledge of computer systems, spread sheets, and word processing.
- Strong leadership skills that promote a collaborative work environment.
